In fact, I going to suggest that, lacking an obvious One True Great Quarterback Option, the Raiders probably have to try for strength in numbers, to gather as many decent QBs as possible who MIGHT have a long term future, and then use 2014 to pick one of them.

Then hope at least one of them is the guy who can win important games down the road, for a long time.

Vick and Hill are obviously only stop gap options and Freeman probably isn a great long term option, either, but I think the Raiders need something stable at QB for right now and these might be the best candidates to fit with OC Greg Olson system and the general state of the team.
I think any one of these three could give the Raiders just enough consistency and leadership to give them a reasonable bridge to the next guy. Plus, Freeman is young enough that if he figures things out again, he could project down the road and that worth a gamble for the right price.

Complications: Matt Cassel re signed with Minnesota and Chad Henne re signed with Jacksonville and I thought Cassel would been a very strong stop gap option for the Raiders this year. McCarron in the 2nd or third rounds.
There is some sense that Reggie McKenzie and Dennis Allen are intrigued by Carr and I can see that like leadership guys who can grasp the full dimensions of an NFL offense and Carr seems to fit those categories. And he seems to have a strong arm, too.
I said this a lot but I think it stands up: Back in 2012, when I asked Allen to name a player with the attributes he most admires and would want to build around, he said Drew Brees.
That would not seem to be a profile that fits Johnny Manziel or Blake Bortles or possibly even Louisville Teddy Bridgewater, but I would guess Bridgewater is the top tier QB in this draft who comes the closest to Brees in Allen and McKenzie minds.
But maybe Carr is their guy over Bridgewater and maybe they ready to bet their tenures on him. If they are, they should go for it. You should always chase what you really believe in.
But just doesn seem like Carr is worth the 5th overall pick and the Raiders should take full advantage of that spot when they in it. (Unlike what they did last year with the No. 3 pick.)
The Raiders might love Carr, but to get the value of the pick, the Raiders should take a great defensive play maker (Khalil Mack?) or OT (Jake Matthews?) at 5 or move down into the low 20s to take Carr (if they love him) and pick up extra draft choices.
I think the Raiders might even get Carr if they wait until their 2nd round pick, but they might not want to risk that.

the Raiders wait and somebody else takes Carr, I say that Garoppolo isn a terrible alternate option in the 2nd round and if they pass on that, then McCarron could project to be a serviceable starter in the NFL at some point and he definitely a leadership guy.
Interesting but probably no thanks: Clemson Tajh Boyd might be there in the fourth or fifth round, but after the Tyler Wilson whiff last year, I don know if McKenzie should be drafting potential QBs of the future after the third round, any more.
